Sometimes user's of Apple products update their phones with not full Battery it might cause update interruption. On latest iOS, Software Update turns on automatically. Try to update your iPhone not Restore, if update is successful then it's software issue.

If you can't update your phone don't keep try it. It might cause software encryption at the end you will your data. Also, an error can occurs, like Error 4013, 4014, 26., all these errors related with hardware issue. Error 4013 means there's shortage on FaceID circuit on the Logic board.
